It is possible -- you need a mailer (e.g. binkd), a tosser (e.g. hpt), message base files (e.g. JAM) and some kind of editor (e.g. GoldEd+). You could view the BBS simply as a means of access.
If the network actually is an FTN network, it would have FTN technologies somewhere (i.e., it would not just consist of NNTP servers). So I would like to think of NNTP as a means of access rather than actually "being" the network.

There are QWK networks. Just like when using QWK functions (downloading QWK "packets" and uploading REP packets with replies) from within a BBS, a QWK network uses the same packet formats but transfers the files using FTP instead of a "conventional" file transfer protocol such as Zmodem. So it's like an "automated" flow of those files between nodes of the QWK network. Or rather, between the member nodes and a central hub, acting as the "primary" node that actually "is" the core of the QWK network.

There is actually a webby frontend you can pop on top of JAM message bases. I forget off hand what it is now... that would mean you just need the mailer and tosser to handle the back end, and webby away to your hearts content.

You need, at the bare minimum, a mailer to connect to an uplink, a way to send and receive message packets, and a means to read messages.
There are all-in-one packages like WinPoint that do it all from one program.

I used FTP way back when; message packets are just files, and there are many ways to transfer them. Some use a mailer, some use FTP, and email works,
too.
